Office Deployment Tool Error Installing Office Offline After Updating to Latest Version

Greetings!

So I ran the ODT today and it didn't download the latest Office 2019 files. I upgraded the ODT to this version: https://www.microsoft.com/en-us/download/details.aspx?id=49117  and ran it and it downloaded the latest files for January. 

I am doing a fresh install on my offline network after moving the most recent files and now I  keep getting.

I have restarted 3 times now and it still won't work.

Went back to old ODT and installed Office 2019 16.0.10392.20029 using the old ODT.

When I go to update from the CDN using the new ODT, it says "Checking", then goes to "Downloading", and I get the following error:

Couldn't stream Office
Sorry, we can't find a required file. Please check that the installation source is reachable, then try again
Error Code: 30182-28 (2)

In the CDN I have the v64.cab, the latest 16.0.10394.20022.cab, and the folder for 16.0.10394.20022. I have, from what I know, all the required files.

So unless the new ODT tool is broken or they have neglected in updating their documentation we are unable to install, or update the latest version of Office using the new ODT. Has anyone else has this problem and figured out how to fix it using ODT or configuration file? Reminder this is an Offline network everything is coming from the CDN.

Why does it not install with the latest office installation files?

Any why will none of my clients update from my CDN now?

    Could you please share us with your configuration file (.xml)?

    If there is MAK key, please cover it.

    I want to confirm whether the environment is clean?

    If there is any previous Office product installed, please make sure it is removed completely first.

    Besides, please remember to move the newest ODT and Office folder (Office installation package) together to your offline network environment.

    Do you mean you used the ODT to install Office 2019 again to update Office? Please also share us with your .xml file.

    If you use other method to update Office, such as Run dislog command, please let me know.

    CDN is a distributed network of servers of Microsoft, generally, we can not see the content from it.

    If you need to install or update Office in an offline network environment, you need to store the installation package on your local shared folder.
