Based on your screenshot, I presume you are using SharePoint Server 2019. I tested in my environment, when I changed the regional settings to be the same as yours, I tested in my list, the date format has been changed to DD/MM/YYYY.
Given this situation, we would like to collect some information for further investigation:
- Does it happen to a specific list only? Try creating a new one to verify.
- You can also try it in a different site to see if the issue is related to that specific site.
3.Change the Time Format setting to 24 Hour, and then click OK. Then check it whether be changed.
