Why can't I buy Azure?

Question

I left Russia and started a new company in the UAE. I got a residence permit.

I thought it would help me to work as I used to do with Microsoft. But they refused to let me buy Azure just because I am Russian.

I really want to believe that this is just a misunderstanding. I hope they will give me an answer.

It's likely an automation thing.

Try changing any country related values from Russia to UAE.
