How to release Resources to Reboot Condition?

EXAMPLE:

as per Task Manager List, after closing Excel and Edge, why are they still listed ? Edge not listed (after reboot)

    Thanks, Restart will reset all of the computer’s logic but is there a subset which reset only all end user apps? [https://stackoverflow.com/questions/4589790/when-i-close-my-application-my-program-is-still-in-task-manager shows how to stop all processes & close program which is not as clean as restart.
