Is it necessary to download the missing feature package when we upgrade the license from Windows 10 Pro to Enterprise? Or simply by entering the Enterprise license key, then the Enterprise features will automatically live on the device without the need to download additional packages.

The use case is for device management using MDM.

The existing device is Windows 10 Pro, and with MDM we will do a push package (policy, application, etc) which includes a Windows 10 Enterprise license. The concern is that if there is a need for additional packages to be downloaded, the bandwidth requirements will increase.
