Unable to create Azure free account because account is under review.

I have an Azure account with no subscriptions because it was registered without being linked to a payment card. When I try now register free account, I receive a message "Your account is under review". What does this message mean? And can I register free account in this case?

I guess my location (Russia) may be the reason for blocking my account.
