It was not WINS alone which did that for you in the past. It was the computer browser service, NetBIOS over TCP/IP and SMBv1. A technology from NT (before Active directory started using DNS in Windows 2000). There is at least one browse master in each subnet, but only a DC has the capacity to merge browse lists from these into a domain-wide browse list. Also check NetBIOS over TCP/IP is enabled on all involved.
