Can't create a Skype bot to allow my customers start chatting through Skype.

Hi,
I was trying to create a Skype bot to add a Skype icon to our website and allow my customers to start chatting with us through Skype.
I created a bot and tried to add it to my CRM system, but it doesn't work. I can't get a Secret.
Would appreciate any help.
I'm the owner and Global Administrator.
The error code when I'm trying to get to the page is: (I'm going to | Configuration - Microsoft App ID (Manage Password) - and then access denied)
Insufficient privileges to complete the operation. | Certificates & secrets

If you start with Azure bot and want to create a skype channel - As of October 31, 2019 the Skype channel no longer accepts new bot publishing requests. Please share the guidance you are referring to so that I can reproduce your step.
