Unable to access Certificates & Secrets

I had a previous issue [Unable to access work admin account due to Microsoft Authenticator on new phone](https://answers.microsoft.com/en-us/msoffice/forum/all/unable-to-access-work-admin-account-due-to/8801f5ce-eafa-4eaf-bd96-ee5535d54bdd"Unable to access work admin account due to Microsoft Authenticator on new phone") which was resolved. However, I am unable to access Certificates & Secrets for an Azure bot I created. I get an "Insufficient privileges to complete the operation" error.

Also, I get this same error when I try to access the API permissions blade. This is for my Azure developer account.

    I suspect that the Certificates & Secrets permissions issue is related, but that's just a guess.
