Does it sound a better option or should we do the DP's first even before we upgrade the remote SQL and Primary Site Server?
1, You can remove these DP at any time if you have planned to stop using them. However, please do not remove the DP Installed on the primary site before you migrate the SCCM. Because at least one DP exists in our environment.
When moving the SQL Server to new OS (as a first step), do we install the same version of SQL that we have currently or just go with the latest supported version of SQL on the new hardware?
2, As mentioned in the article you provided, I also recommend that you restore the backup file to the same version of SQL Server, and then upgrade the SQL server. Because it is possible that the database schema for the system databases changed across server builds.
