It appears that this service is back online as of Friday 27 January. I don't see anything at https://status.azure.com/en-us/status/history/ and I'm not quite sure where the incident details would be tracked.
Any estimates for when Windows Notification Service will return from its DNS outage?
Hi folks,
The Windows Notification Service seems to be experiencing DNS-related downtime.
This is the service described at https://learn.microsoft.com/en-us/windows/apps/design/shell/tiles-and-notifications/windows-push-notification-services--wns--overview.
Starting circa 2023-01-26 17:00 UTC, attempts to interact with the service, e.g. by doing a curl "https://db5.notify.windows.com/?token=1"
, will fail since the service is unavailable due to a DNS outage.
What seems to be the root cause of the DNS issue is described in some detail in a charming Twitter thread that suggests some unexpected Azure/service interactions.
Do folks have any guesses on when service will be restored?

You can always check the service status from here
https://portal.office.com/servicestatus
If tile or toast push notifications are not displaying as expected, have a look at the event logs.
If the notification is received but not shown: Launch the Event Viewer and examine the Microsoft-Windows-TWinUI/Operational log under Applications and Services\Microsoft\Windows\Apps.
If the notification is not received at all: Launch the Event Viewer and examine the Operational log under Applications and Services\Microsoft\Windows\PushNotifications-Platform.
