    You cannot perform that action from the Azure Portal (Azure AD is not a Domain Controller and does not have GPO-like configurations), you can do that via Intune

    You can't use Azure portal for this kind of restriction.

    USB restriction can be managed only through Group Policy object in on-promise domain controller.

    If you have a hybrid environment , you can create GPO in your on-premise domain to apply this restriction :

    In the Group Policy Management Editor, navigate to Computer Configuration\Policies\Administrative Templates\System\Removable Storage Access.
