Controlled by Group Policy - How to enable "Always show Downloads button on toollbar" by default for all users?

I am an administrator in my company and I've configured Group Policy for a lot of things over the years.

I would like to specify a setting in Group Policy to undo the change Microsoft made where the downloads icon is hidden under the settings menu. This act of hiding the button adds to confusion for the users when switching from Chrome. (Not to mention that they moved the whole notification area to the top right of the page.) Ideally, I'm looking for a setting that would let me change the default but would let users override it if they so choose.

I can't seem to find any settings or registry keys to put this policy in place.

Am I missing something? Does this need to be a feature request?

    Group policy controlling downloads button in Edge is not available now. You can make a feature request.

    I suggest that you can send feedback to Edge team by pressing Alt+Shift+I in Edge. They'll check the feedbacks and improve the product continuously. Thanks for your understading.
