Please try following:
- Reboot your machine, download VS bootstrapper file from here: Downloads. And save the new setup file to another drive’s clean folder. Right-click it and run it as administrator.
- Please check if you have full permissions for your machine, and check if you are using any proxy, antivirus, extension which may block VS from installing(also check if your machine is included in group policy or using other rules).
- Please try to update Windows OS and make sure no Update errors exist.
- Make sure all the system requirements have been met.
