icacls /verify access denied on files moved from another domain

Recently we migrated a clients files from there own server to our cloud which moved files between domains.

All the users were given new logins in our domain to access the files on the server.

When I look at files in a folder called send documents that were generated on the old machine on the old domain the files can't be opened giving me an access denied error. My account is an admin on the machine.

When I change the owner of a file to myself I still can't open the file.

I tried to run as admin icacls directoryname /verify /t /c to see if it could check the permissions and it to showed all the files generated on the older server as access denied. All the files generated since then appear to have correct permissions.

Is there a way to correct the permissions on the old files so they can be opened again?
