How many Enterprise applications are pulling profile photo to their respective app via API?

I'm wondering whether there's any way to get this information using the Azure AD portal, PowerShell, or the Graph API.

Unfortunately, there is no way to report on such info. Most GET operations are not audited, the only place where you would get some hint is the App Governance add-on: https://learn.microsoft.com/en-us/defender-cloud-apps/app-governance-manage-app-governance

At least in my experience though, the Usage data within App Governance is not that reliable either.
