We currently do not provide support for Azure DevOps in the Q&A forums. For DevOps questions you should use their official support channel. However I doubt anyone is going to be able to answer you outside MS. So I would recommend you use the virtual support agent to try to get help and if that doesn't work either get live support or use the developer community support for Azure DevOps.

While you're waiting you should try accessing on a different machine and a different user account, if you have any. Also ensure you're using the newer DNS names for devops (e.g. https://dev.azure.com/<organization>/<project>). Beyond that you'll need to work with support I believe.
