PostgreSQL Flex DB server went to updating mode when Replication is enabled from EAST US to WEST US

I used Azure Portal to create Replication and followed all the recommended settings.
But PostgreSQL Flex DB server went to updating mode when Replication is enabled from EAST US to WEST US.
It's been in updating mode for more than 12 Hours. The DB size is about 256 GB.
What could be the reason and why it's going into updating mode and not available

2023-02-08T17:36:28.4466667+00:00 I wanted to check if your DB is still in updating mode.
When you enable replication from one region to another, the primary server goes into an updating mode. This is because the primary server is sending updates to the replica server in the other region. The replica server will apply these updates to its own copy of the database. This process can take some time.
