Is there any extension that allow me to define Capacity of user on Organization Level?

hi, I am new to Azure DevOps, we have a requirement where we have some users who are sharing resources among multiple projects.

so when we are doing sprint Planning or Capacity planning in one project we want to see where and how much user capacity is already consumed in other projects of the organization

    I don't think there is an out-of-the-box tool available for this. I recommend you to look in to DevOpSmartBoard, that may help you.
