Please let me know how to convert the user mail to a licensed product?

    it's a little confusing your question, can u explain better?.
    What exactly do you want to do?
    if i understood right, do you want to convert the contents of a mailbox in use, for other people to access?.

    In this case, you can convert it into the mailbox target in sharedmailbox, and give access to other people, so the emails will be used by everyone.
