MS Teams App is not visible to all user even if added it for all users

I have added app from store using Teams Admin Center for all users as per given guideline provided by Microsoft but still no user can see that app.
I have waited for three days but still it's not visible.
Important: Below mentioned app is published to store by us only and we are facing issue when we are trying to add this app for all the users in the same tenant from which we have uploaded this app to MS Teams App Store and we are able to install app using same way for all users using same steps into other tenants.
Any help would be appreciated.

According to your screenshots, the strategy set is correct. I would like to confirm the following questions with you:
Are all other pinned apps displayed?
Is the pinned app collapsed due to screen resolution? If too many apps are pinned, they will be hidden in the three dots shown below.

Please try to allow the following policy, let users search for this app on the Teams client, and then pin the app by themselves to see if it works.
