If you have followed all the steps and still not able to see the "Reset Password" link or option on the windows 10 logon screen, then you can try the below steps:

    1. Check if the user is registered for self-service password reset.
    2. Check if the user has provided the authentication contact information.
    3. Check if the network proxy requirements are met.
    4. Check if the device is Azure AD joined or Hybrid Azure AD joined.
    5. Check if the device is running on Windows 10 version April 2018 Update (v1803) or later, or
    6. Check if the device has the SSPR component installed if the device is running on Windows 7, 8 or 8.1.
    7. Check if the device has any setting that may interfere:
      1. If lock screen notifications are turned off, Reset password won't work.
      2. HideFastUserSwitching is set to enabled or 1
      3. DontDisplayLastUserName is set to enabled or 1
      4. NoLockScreen is set to enabled or 1
      5. BlockNonAdminUserInstall is set to enabled or 1
      6. EnableLostMode is set on the device
      7. Explorer.exe is replaced with a custom shell
      8. Interactive logon: Require smart card is set to enabled or 1

Finally, has this been configured trough MEM or registry?
