Why doesn't bitlocker have 2 factor authorization before activating after updates.

Typical user doesn't know anything about Bitlocker. Why doesn't bitlocker have 2 factor authorization before activating after updates. This would allow the user a chance to find the key. Who turns it on? MS or Vendor? They would have the key. MS will not allow me to recover my account so I can not find the key. Laptop now = brick!

    BitLocker automatic device encryption starts during Out-of-box (OOBE) experience. However, protection is enabled (armed) only after users sign in with a Microsoft Account or an Azure Active Directory account.

    BitLocker automatic device encryption uses BitLocker drive encryption technology to automatically encrypt internal drives after the user completes the Out Of Box Experience (OOBE) on Modern Standby or HSTI-compliant hardware.
