Hi there,
We are using Bing Custom Search. We have this page on our website which is supposed to show when you search for anything related to "domain costs": https://www.tooltester.com/en/blog/how-much-does-a-domain-name-cost/
But just won't show at all, even when I pin it. I checked whether the page is on the regular Bing search and yes, it is indexed.

Try removing the pinned entries and just add the site as seen in my screenshot. This should be enough for the search to bring up results on cost from the page you mentioned.
I've removed the last two pinned entries but there's no change unfortunately.
Even if I search for "how much does a domain name cost" it doesn't bring up the article. Feel free to try it on https://www.tooltester.com/
I see the same in search results on your website. Is this the right page?
I think it is a case of bing not indexing the pages on time depending on the region where the search is made.
If you are seeing inconsistent results with search you can raise a support case with bing webmaster support. for search scenarios.
For scenarios related to bing custom search instance you will have to raise a support case from Azure portal for bing custom search to understand what could be wrong in your instance configuration.
From the above conversation I do not not see an issue with your custom search instance, It could only be an issue with the indexing not being up to date with bing.
