From SCOM's perspective, as long as the client and server networks can reach each other over VPN or SCOM on cloud. They can be managed through Azure MP.

I am not familiar with PRTG or SCOM. However, virtual machines within Azure VMware Solution are treated the same as on-premises VMware VMs by default. You can continue using existing VM-level monitoring within AVS via existing agents.
So, if these monitoring services do support VMware they should be compatible. I recommend checking with them to verify.

Thank you for the replay ... SCOM means System Center Operations Manager which is a Microsoft Monitoring Solution.

A little update.
PRTG does not support currently AVS because of some limitations and there is no sensors for this case (VMware Sensors doesn't work)
