Need help activating chat with outside stakeholders!

Hi! I am new to Teams and I need help understanding why I cannot activate the chat function with members of another organization while we are in a Teams Meeting. The chat icon does not appear and there is no option to turn it on in the meeting settings. Please help!

- Was the meeting organized by you or organized by the other organization?
- What is the meeting type? (standard meeting or channel meeting or other types)
- How was the meeting created? (created via Teams Calendar or Outlook calendar)
- Can you see the chat icon via Teams on the web? Can other attendees see the chat icon or chat is missing for them as well?
- Would it also occur on other meetings? For example, meetings only with the users in your organization.
If possible please post a screenshot of this issue.
