What are the pre-requisites for password reset?

Dear experts,

Our scenario is that we have some kind of AD users who are third-party vendors, that we only give them the AD account for our WIFI connection. So it's default with only Domain Users group, no Office 365 license will be assigned to them.

We've enabled Password Reset for our own users who has Office 365 mailbox and MFA-enforced.

Is it any way that we can make use of Password Reset feature for above vendors? Initially we will create a one-time password for them but we want them to be able to set their own new password.

For Hybrid user password change or reset with on-prem writeback you will require at least a license of Azure AD Premium P1
