how to enable format text options in sharepoint 2016

how to enable format text options in sharepoint 2016. I have site administrator access but I am not able to edit site home page. After clicking on edit page under format text options are grayed out. Please help to enable options. Thanks l.

    I understand that you are a site administrator, but when you edit home page, format text options are grayed out.
