Modern authentication isn't enabled by default, it could be one of the causes of the issue. If modern authentication is not enabled, please don't modify the registry. Please try the following steps to see if it works:
Click File > Account Settings > Account Settings, on the Email tab, double click your Exchange account. Click More Settings, go to Security tab, make sure the option "Encrypt data between Microsoft Outlook and Microsoft Exchange" is checked. Click OK to save the settings.
Please try to change the password of the effected users and then clean the related items in the credential manager:
Close your Outlook.
Type the words credential manager in the search box in your computer to open the Credential Manager.
Under the Generic Credentials, delete the entries which contain Outlook in its name, you can even delete all the entries if you like.
Then close the Credential Manager and restart your Outlook. It will ask for the credential of your account, just type the password in and check the option Remember the Password in the sign in page
