the error happens on a windows 10 home (updated) with visual studio, the visual studio certificate is right (I think), not what it can be, if I put it in the project to run http1, it works, that and with any project.

error ERR_HTTP2_INADEQUATE_TRANSPORT_SECURITY
Whether this issue happens when you debug the asp.net core application? Can you tell us your asp.net core application version? Try to create a new application to check whether it work well. This issue might not relate Asp.net core.
Which kind of browser you are using to browse the web page? I searched the error message online, it seems that this issue might relate the browser cache, browser version and windows server http/2 setting. So, try to clear the browser data, and upgrade the browser to the latest version.
