First I want to configure one machine using the MMC Group Policy Object Editor snap in. Then save that .mcs file to a USB drive. Next run MMC on the new machine and open that file and have the same settings as the original device. The issue I'm having is that it does not retain the "Administrative Template" settings when the file is opened on any device besides the original. The settings stay at there default states of "Not Configured"

Saving .msc files only saves the list of plugins loaded into MMC and some of its configuration, such as the computer the plugin is connected to.

It does not save the settings that the plugin configures. So, opening Local Group Policy Editor will always show the settings on the computer you are looking at.

If you want to configure settings on one computer and copy them to another, you'll another tool.

Consider downloading and learning about LGPO from https://www.microsoft.com/en-us/download/details.aspx?id=55319

Honestly, it's a pain. I much easier to use Group Policy with Active Directory. But, if you cannot do that LGPO will work.
