This error usually happen If you have an Azure Policy that governs tags within your environment, either consider changing the policy from a Deny effect to a Modify effect, or create the resource group manually according to the naming schema required by Azure Backup.

I have this exact same issue, but for me the manually created Resource Group for the SnapShots didnt work. Im not 100% certain why, but our resolution was to exempt the resource group that the VM was created inside of.
