Emails are going to the Junk folder in Outlook when I send emails to users using the Amazon SES.

You can take a look at the message header to see where your mail went through.
After that, I would make appropriate checks on blocklists/blacklists to make sure that the domain is not on one of these lists.
And then go behind the DNS configurations and check them (SPF, DKIM, DMARC).
A tool I often use is https://mxtoolbox.com and also the MRCA (Microsoft Remote Connectivity Analyzer - https://testconnectivity.microsoft.com/tests/o365).
