Emails are going to the Junk folder in Outlook when I send emails to users using the Amazon SES.

Did this issue happen suddenly? or all the time?

Bypass this email service, log in to the web version to send email, will the problem reproduce?

You can take a look at the message header to see where your mail went through.

After that, I would make appropriate checks on blocklists/blacklists to make sure that the domain is not on one of these lists.

And then go behind the DNS configurations and check them (SPF, DKIM, DMARC).

A tool I often use is https://mxtoolbox.com and also the MRCA (Microsoft Remote Connectivity Analyzer - https://testconnectivity.microsoft.com/tests/o365).
