i have few users that have issue with the OOO in outlook 2021 the OOO in OWA is working but not in outlook
By "few users", do you mean currently it's only affecting some of the users in your environment, while the others have no issue? If so, have you noticed if there's any obvious difference between the problematic users and the others? For instance, are the affected users in a different mailbox database?
Any changes were made into the Exchange environment right prior to the occurrence of the issue?
Besides, please try testing on one machine in question by clearing the Windows Credential Manager and see if it can help. Here's one similar thread for reference: issue with outlook OOO.
