When Windows server 2016 starts up, the blue screen reports an error and prompts memory management to enter the security mode. The reason is that the program is added, hyper-v is added, the system is updated, and so on after restarting. Now security mode can be used, but hyper-v cannot be uninstalled.     The simplest solution may be to copy off or export the virtual machines to removeable, clean install the host, patch fully, add the hyper-v role, import the virtual machines and move on.

    Can't say for sure about the web site recovery. Maybe a backup exists? It isn't recommended to install other roles on a hyper-v host. Doing so also takes away one of the two Operating System virtualization Environment rights.
