Storage Replica Stretch Cluster Won't Come on at remote site

I have seemingly successfully created a Storage Replica stretch cluster between my on-prem datacenter and my Azure network. I have 2 nodes in each site using shared iSCSI storage. I've configured synchronous replication but if I shut down the 2 servers at the source site the 2 in Azure will not come online. All of my cluster validation passes so I'm not sure what I'm doing wrong. I'd love some help.

Is there more documentation available than https://learn.microsoft.com/en-us/windows-server/storage/storage-replica/storage-replica-overview? It feels lacking.

    Hey, Have you checked cluster logs? As far as I know, you should manually Failover to another node of your cluster. Might help:
