Granting a particular User within a DB to create/modify/drop/read (& same DMLs) their own new Tables only but Read-only access to existing Tables?

Hello, how would I go about granting a particular User within a DB to create/modify/drop/read (& same DMLs) their own new Tables only but Read-only access to existing Tables?

Something along the lines of Schema and db_datareader role or something else?
