How to get limited access rights for Custom Neural Voice

I tried to get limited access rights for Custom Neural Voice in free Trial Subscription but I denied. So I asked to support, then it says that neural voices are not supported in free Trial Subscription and advised to upgrade to Pay-As-You-Go type subscription. So today, I upgrade my subscription to Pay-As-You-Go type, but still denied again. Does anyone know how I get the right?

    @マイケル山口 Thanks for the question. Custom Neural Voice access is limited based on eligibility and usage criteria. You may need to request access on the intake form to use this feature.
