How do you replace Azure Subscription Account Administrator?

It appears that only one Azure Subscription Account Administrator is allowed. If so, how can I replace this user with another one?

The issue I am having is that the user account I would like to act as the Subscription Account Administrator can view billing invoices but cannot change Payment methods. I see no obvious way of doing this. When clicking on the Payment methods I get an error:

You need to be the Account administrator for the subscription to view this page. If you believe you’re the Account administrator for this subscription, try switching the directory.

You help is appreciated.

I would like to confirm you that to change or replace Account Administrator on Azure Subscription you would need to perform Billing Ownership transfer for that specific subscription.
