I have suspected whether the problem is caused by the low version of TLS. When I opened the linked SQL server, I checked that the port number and instance name, including TLS, have not disabled the lower version of 1.0. Do you have any other suggestions.

Found in this thread that it might because you didn't meet password validation requirements. Make sure your password is at least 8 characters and contains a number and a special character.
I have checked that the password length is consistent, and the properties have also checked whether the login account has opened the remote link, whether because my server version is too low to do some existing test methods on the Internet, I used UDL test, but I can't connect to show SSL error.
Sorry but SQL server 2003 is a product that is too old to support. I could hardly provide more support. :(
