Please check the following:
- Notifications are still active for the authenticator?
- Is the device not in do not disturb or focus mode?
- Is it possible to test the authenticator app on another device with the user?
- Reset MFA sessions in Azure AD and check if the problem is solved with a complete MFA re-registration process
If none of the approaches are helpful, check if the user(s) are running into an Authentication Throttle issue. If too many requests have been sent to the authentication endpoint in a short time interval, there is a risk of throttling.
