Offline installation is possible for VS 2019 and 2022 with the bootstrapper. Similarly is it possible to do it for VS 2013 professional with update 5 ?
If you are a member of Dev Essentials (no cost to join) you can download an .iso containing VS2013 Pro with Update 5. Presumably you already have a license key for the product.

Well, wouldn't installing from an ISO be an offline installation?

The reason that the newer versions of Visual Studio include the capability for the Visual Studio Installer to create an offline layout is because Microsoft stopped making ISO files available for them. Older versions for which ISOs are available did not need this capability.
