- As you said this issue does not occur with Excel in safe mode, but you have uninstalled all COM add-ins, I suggest you locate to following folders to check whether there is any starup item.
C:\Users\<User Name>\AppData\Roaming\Microsoft\Excel\XLSTART
C:\Program Files\Microsoft Office\root\Office16\XLStart
If so, please temporarily move the files or folders inside to another location. In addition, there is tool 'Microsoft Support and Recovery Assistant tool', which also can help you troubleshoot add-ins and start items. - Go to Excel > File > Account > Manage Settings under Account Privacy > Change the choice for 'Turn on optional connected experiences'.
- Close Excel, please locate to
C:\Users\<User Name>\AppData\Roaming\Microsoft\Excel
, find Excel15.xlb file, rename it, re-open Excel. - Then please check Printers and video drivers, you may try to update or roll back the driver version to have a check.
- Please perform an Online Repair for Office from Control Panel.
- Create a new Windows administrator account, and then sign into this new account to check this issue.
