Can we take small size VM on Azure Dr for SAP HANA for replication

Hi,
We have SAP HANA setup On-Prem. the memory size is 2 TB. since customer is having budget concern for cloud DR. Can we go and setup a smaller size VM, say 512 GB RAM for replication and once the actual DR get kicked-off, that time will scale the VM.
kindly suggest.

If backup is acceptable you might not necessarily need to have an additional server running. Can you review the methods here and let me know which you are trying to accomplish?
