Can't sign in on Microsoft Online

I have a Microsoft Online account for which I had MFA enabled using the Microsoft Authenticator app.

I know my password, and in fact I can log in places like https://myaccount.microsoft.com/

I changed my phone and I imported my backup from my recovery account.

Now I have a line item inside my authenticator App that says "Scan the QR code provided by your organisation to finish recovery this account" but I don't know where to find this? My organisation is a small business and apparently we don't have a Microsoft online administrator.

When I try logging into my Microsoft Online services, such as Azure, I get presented with a screen that says I need to approve sign in request on my authenticator app - which I can't do.

Clicking on "I can't use my authenticator right now" shows me two options: use the authenticator or get a verifcation code from the authenticator. But I can't use my authenticator!

How do I get back into my account?
