OneDrive Manage Access after save resolving deleted user not current user

We deleted a user account from Microsoft 365 many moons ago and since then another user has started and been assigned the deleted users same address. Today when sharing document we have the OneDrive/SharePoint "Manage Access" dialog load and search correct current user and add. But then we jump into Manage Access and the deleted account that cannot be found in M365 Admin is showing.

We add the user and resolves correctly with no sign of "departed" user User's image

Then check permissions and resolved to "departed", what I thought was completely deleted account.

    What does "another user has started and been assigned the deleted users same address" refer to? Whether the new user has same username as old user? (Username means user1@emilytest.onmicrosoft.com)

    Please check whether deleted user exist in the Deleted users of Microsoft 365 admin center.
