I've contacted the Store team and reported this unexpected behavior. Based on the response I got, this issue should be more related to the Visual Studio itself. The Partner Center site is working correctly when trying to access it from browser. Please report this issue in the VS feedback: https://developercommunity.visualstudio.com/VisualStudio/report?
