Why is OpenAI still behind a Forms Completion Barrier?

Hello.

We use OpenAI's GPT models straight from OpenAI.com with no problem.

As we were looking to consolidate all of our resources, we wanted to use Azure's OpenAI instead.
BUT we're met with this long form, and then support calls and extra fees to get it set up???

Are we doing something wrong?
