According to the article, Dictation lets you use speech-to-text to author content in Microsoft 365 with a microphone and reliable internet connection.
For real-time Speech-to-Text, audio input will connect to Microsoft speech recognition engine, and is processed only on the server memory, but no data is stored at rest.
