So it is failed to do Android Enterprise Personally owned with work profile enroll. In fact, this is controlled by Google. You can contact Google support to see if this model can be added to support Android enterprise in the future.
For your situation, maybe you can block Android Enterprise Personally owned with work profile for this user and use Android device administrator enrollment method to see if it can work.
